Who should pay for the damage in the Rental Appartment?

I rent the Condo out.
My Tenant was out for a few days.
At this time some pipe got frozen and the water damage got occured due to low temperature in the appartment.
My Tenant is claiming that the Thermostat was broken.
However he did not mentioned that to us.
