Can someone “quit” a condo association and no longer have to pay their dues?

We have a wacko in our association who has always been trouble and complains about every decision made but never participates in any discussions and when he says he’ll bring quotes for jobs, never does. What does it mean when a unit of condos that had been on the market are suddenly “No longer available?”?
