Your items are specifically NOT covered under the home owners insurance, they are to be covered under your insurance. The fact that you opted not to have insurance does not change things and make anyone else liable for your belongings. The only way that the landlord would be responsible for this is if he/she were somehow negligent and that caused the damage. For example if you saw a small leak and reported it to the landlord then the landlord did nothing. The small leak grew into a big leak and then items were damaged. This is what renters insurance is for, the landlords insurance typically only covers the building and their contents in it (appliances and such), so its unlikely they will pay for this.
